Deletes the mechanical water pump on a 7.3L Godzilla so you can run an electric pump — standard practice on a race engine, and useful in a swap where the mechanical pump is in the way of something else.
The plate closes the opening where the pump was and reuses your factory O-ring, so there's nothing extra to source for the seal.
